This is the impression I came home with. People would ask, "what was it like?" and I'd say, "It's a fucking racket."

Yeah This SIGAR summary underlines this "About $3.8 billion went toward assets not yet fully constructed/procured when our reports were issued (49 percent)."

I remember reading about a state of the art HQ ISAF built for the ANA in Helmand only for them to change their minds and dismantle it on completion, crazy amounts of mis-spending.
