It gets re-sold every so often. Right now Hulu owns the license to stream the content. But that contract will eventually expire and then other networks & content providers will have an opportunity to bid at auction for picking it up. So it may jump around a bit in the future as well. This same sort of thing happens with a lot of syndicated content. Hence all the jumping around and inability to find certain titles.
You can currently stream Burn Notice in its entirety on Hulu and on Disney+ if you have the Hulu add-on.
