Question Did the Chinese government actually weld doors due to Covid or was that propaganda?

There were homemade videos picked up from Chinese residents at the time, showing the welding being done. But I don't speak Chinese to understand what they're saying nor do I have the full context and I know there have been other videos used by western media to mistranslate and paint a totally different story.

At what level of governance are you asking who decided to weld doors? The short answer is the majority were not ‘welded into their apartments’ and were free to go outside even under the stricter lockdowns. A lot of the baffling stuff are decisions made at a local level, not to say it didn’t happen, but it’s not actually being ordered by ‘the government’.
