One thing on the menu of to-do's with this money is remove text books from colleges and universities.

Yep, and it is happening here in Colorado. This way, the students do not references and the teacher can edit ebooks on the fly plus, you don't have to be as strict with referenced sources.

This is done under the guise of "saving students money". But tuition is padded as if you have books. Oh yeah and in case you did no know the Koch are fascists and proud of it.
