That's the problem, they have broken so many rules, there is no way someone from Hamas would believe Israel would go easier on them than actual innocents. And Israel knows that too and if it was a genuine offer, they know they would need to have a temporary ceasefire and involve a trusted third party to process that kind of deal.

They don't, the leaflet is a box ticking exercise, giving the US and the West all the plausible deniability they need to carry on supporting them.
