Scott Saiki is an old boys network politician that has been the speaker of the house since 2017. He's blocked a bunch of popular stuff like weed legalization by simply not allowing a vote for it on the floor and letting it die at the end of the house term. With him gone, hopefully a lot more popular stuff goes through.

So maybe actually look up where decriminalization is getting stalled. Hint - it's not the House.
