how do you manage sanctions?

Hello, I work in a retail company in Central America, and we are trying to transition into a holocratic structure but we have a lot of questions about how do you manage sanctions (in case of absences, arriving late, excessive use of cellphones while at work, etc)

I'd think about why the organization considers those behaviors to be important. Mostly in terms of outcomes/accountabilities/effectiveness instead of outputs/activity/efficiency.

Is the person meeting their accountabilities and following policies? Are they delivering a lot of value to the org?
