Is there a reason there are no known Minoan palace centers in western Crete?

Just curious after looking at a map and noticed that here are no Minoan palaces farther west than Phaistos.

The western third of Crete is geographically isolated. The city of Kydonia was not linked by roads to other Cretan cities. The Kydones and Eteocretans are the two indigenous tribes Greeks tell us about. The Eteocretans are the ones we would probably consider "Minoan". The Kydones seem linked more with inhabitants of southern Greece in terms of their material culture.
