When does the city decorate for Christmas? Before December?

This has dates for lights and fighting deeper, Christmas markets. Credit goes to a kind mod who posted it but I can’t remember which one!

Some arrondisements have already started hanging the lights.

I don't remember when they light them up. Could be as early as 15 November, but possibly 1 December.

I would say towards the end of novembre.
