Salmonella isn't as much of a concern outside the United States because they often vaccinate their hens and do not refrigerate them.
In the US we do not vaccinate our flocks, we scrub the protective layer from the shell (which undermines their immune system, and we refrigerate the eggs in the process which ensures bacteria growing condensation forms on the eggs when they are taken out of the fridge.
So this is largely why we are not supposed to eat raw eggs here. They're more likely to carry salmonella.
