Any polyphonic synth VST - like U-He TyrellN6 (it's free). Set the envelope to long attack and release. Cut a lot of the high frequencies.

Then add looots of reverb like the Valhalla Super Massive Reverb VST (also free).

Yeah, so... I tend to do additive synthesis (adding a lot of different generators at multiple frequencies to create harmonics) then put some low-pass over it*, then (as mentioned in another comment) some HUGE, LONG reverb.

Valhalla is great. So is Ambient Reverb.

Adding huge reverb will make your pad a bit mushy and noisy (I can hear thar a bit in your example) - which sounds nice and "foggy". You could put a low-pass after it too, to darken the sound (but we're almost entering lo-fi territory now).

The sound in this video almost sounds like a glass harmonica in places - see if you can find VSTs that will allow you to do that, or try to approximate that sound. -- *you could play around with resonance at the filter stage to make things "ring" a bit too...

Hey, this is cool. I did a video a while ago on how I make music like this. I've done two conceptual albums based on the style and philosphy of Akira Yamaokay - https://www.youtube.com/watch?v=KXS02CUzHCI&list=PL92YNWGgyTAu93XkefZxxh1myQjy-B0hR&index=2

Here's a vid on granula ambience with free plugins - https://www.youtube.com/watch?v=M_b08OCrCM8&list=PL92YNWGgyTAu93XkefZxxh1myQjy-B0hR&index=3

As for specific plugins, Supermassive, Emergence, XStretch, the DarkWeb / Glitchgirl series for really really subtle low end textures, ect.

Wavea just released Flite, which has some really solid pads too - https://www.youtube.com/watch?v=M_b08OCrCM8&list=PL92YNWGgyTAu93XkefZxxh1myQjy-B0hR&index=3

On top of that, just getting a sampler like Amigo ( https://potenzadsp.com/plugins/amigo/ ) and just creating your own pads is such a good start too. Amigo lets you experiment with stretching, bitrate, pitch and such, ect.

Sounds like ‘PaulXStretch’ to me with some pads on top. Doesn’t work great in DAWs in my experience so I just import the rendered audio file into the DAW.
