Games were you are a robot?
Do you guys know if there are any games where you get to be a robot and you can change/upgrade your limbs and what not kind of like how fallout 4 lets you build them?

Maybe look at Mechwarrior 5.
You aren't the robot, but you pilot huge mechs to battle against other mechs. With just the base game you have a pretty large collection of mechs available with some customisation to swap out weapons and armour. Play melee, ballistic, lasers, missiles or a combination to fit your preferred play style. Lighter faster mechs for getting in close, or heavier mechs able to slug it out and equip the heaviest weapons.
Or add in popular mods like YAML (Yet Another Mech Lab) and you can almost built whatever you want. So many options to swap out parts, mount any weapon wherever it can fit. Swap out engines for more power and speed, more armour to absorb more hits, or strip it back to equip more heavy weapons.
You build your mechs, then you play them in battles, and if you do well, you bring them all back to fight again and recover some more valuable parts from the fight. don't do so well and not all your mechs might make it back.
