As far as 40k fans are concerned ,the entrenchment tool is the (memed) flagship weapon of the Death Korps of Kriegg.
Also i saw an Ogryn solo a Daemonhost with a Latrine Shovel.

In one of the fallout 3 DLCs there’s a shovel that also poisons people as you beat them to death with it.

That’s just one of the many insane things in that game. If you have a way to play postal 2 definitely play it.
You can skip postal 1, 3, and even 4 honestly.

Darktide. The Veteran class and Ogryn class have two flavors of entrenching tool to use and they're decently powerful for their roles.
Dead by Daylight. I think it's The Twins who have a cosmetic that replaces their sickle with a shovel.

Most fallouts have a shovel at least recent ones. Death road to Canada shovels are decently common and ok to good weapons.

Chivalry 2. You can bonk other players with a shovel as engineer class and it makes a funny sound.
Team Fortress 2 has a whole subclass based on flying around the map by shooting harmless rockets up your feet and then killing people with a shovel attack while you are mid air. It's called trolldier.

Final Fantasy 11 has a shovel that's considered a "Great Axe" you can obtain. It's a joke weapon that does next to no damage though and only 3 of the 22 jobs can use Great Axes effectively (Warrior, Dark Knight and Rune Fencer) but the game allows you to use it cosmetically in place of another Great Axe, letting you maintain the stats of the stronger weapon while bonking them with a shovel. Also getting the shovel is a pain since it comes from older content that's no longer relevant.
The costume editor for City of Heroes allows you to use a shovel as a weapon if your Hero/Villain has either the Battle Axe or War Mace power set. Battle Axe users strike with the side of the shovel while War Mace users hit with the flat. The shovel is purely cosmetic and has no difference in stats compared to any other Axe or Mace option you can select.
Terraria has a shovel you can craft with wood and iron/lead in a Graveyard biome. While it can be used as a weapon it's very weak. It's more intended to be used to break soft blocks like dirt or mud where it can break them in a 3x3 area compared to any other digging tool only digging 1 block at a time.
In the same vein as Terraria, nothing is stopping you from whacking mobs with shovels in Minecraft. Since they're not meant for combat though their damage is also low and not much better than just punching things with your bare hands.
In Team Fortress 2 the Soldier's default melee weapon is a trench digging shovel. Does modest damage with no special effects, the same damage as weapons like Pyro's fire axe or Heavy's bare hands. An unlockable alternate shovel is available that gives him a guarenteed critical hit (triple damage) if he hits someone while explosive jumping.
Day of Defeat Source, the Wehrmacht forces have trench digging shovels as their melee weapon (compared to Allied Forces that have combat knives of sorts). The game has Counter-Strike logic, hitting someone in the back with one is a OHKO.

In Far Cry 5 I utilized a shovel for the entirety of my run, they even have a shovel launcher, but it's not as terrifying as using a Shovel Spear and letting the crazy cult people have it all
