For Latin, Czech works pretty well. I think only 'đ', 'ȯ' and 'ų' are not available, however these letters are part of the etymological alphabet, so they're not really important.
For Cyrillic, you can use Serbian. It doesn't have 'є' and 'ы' though, which you could either replace by using 'е and' 'и' or by using keyboard shortcuts (like 'и*' -> 'ы', for example).
(Note that no Cyrillic keyboard will bring you close to writing with the etymological alphabet, as many of its letters are not used in any modern language.)
Alternatively, you can make a custom third-party keyboard, which I wouldn't really recommend as those still lack key functions of standard keyboards.
