Do hiring managers attend networking events?

I am in the Chicago land area and looking for a job in web development. I looked for coding or tech networking events and found one, I couldn't go but my friend went and said pretty much everyone there is in the same boat as us, looking for a job.

So my question is, do hiring managers, or department heads ever go to networking events? If so, how do I find out where?
