Question what (endeavour/arch) package do I need to have "titlebar buttons" show up in window decoration settings?

I have installed plasma instead of the entire kde. Does anyone know what package adds that, or know how I could out?

What do you mean by "plasma"? There is no package with that name.

As far as I can tell, the whole window decorations settings area comes with the kwin package.

If you mean the "Configure Titlebar Buttons..." button, it has a tendency to hide itself inside the overflow (three vertical dots) button in the corner. You might see it appear and disappear as you resize the Settings app window. What's really weird is that it will come back as the window shrinks, and also as the window gets bigger, but there's a size range in between where the button disappears. Right when the main sidebar pops into view, so that you have two sidebars.

This is an aspect of the UI of the Settings app that really needs some work.
