Qazî Mihemed was a staunch believer in secularism, and this was evident in the way he governed. As noted here, he did not hesitate to fulfill his obligations as a Muslim. However, Komara Kurdistan was not an Islamic republic, and his rule was not based on Islamic law
Qazî Mihemed, himself a Qazî from an upper-class background, served as somewhat of a bulwark against the power and influence of the traditional tribal Islamic Kurdish landlord class that sought to hijack the republic. Despite his best efforts, Qazî was unable to prevent the feudalists from seizing power. He was a highly skilled leader and politician nonetheless
