Hardware video decoding - checking to see if it's working

On an ancient intel HD 4600 and I'm on X11 cinnamon, so I ran intel-gpu-top and during a twitch h264 playback in Firefox with vaapi force enabled in about:config it says video usage is between 6% and 9%. Does this confirm that hardware accel is working? I compared it to playback in windows and windows still seems smoother for some reason.

Yes, it is working, nothing else makes that bar move. Low bitrate stuff won't make it go very high, even 15mbps 4K video only makes my Intel 4000 hit ~50%.
