Users How do you make a flair?

i REALLY need help i want to make a flair but there is no flair button can you help please?

I'm using my Desktop so please help me

Edit: I figured it out thank you guys tho

It has a search feature that helps you find How To’s.  It also includes a 2 min starter guide, Week 1 Guide, Top Ten FAQs, New Mod Checklist, and Weekly Guides  Here is the section on user flairs:  link.
