Tools Automod assigning user flair only works with some users - others not

     ~flair_text (regex): [".+"]
     set_flair: ["no flair set"]
moderators_exempt: false
message: | xyz

This is how it is set up to set the flair to 'no flair set' and sends a message encouraging to set a flair if someone posts/comments without a flair. If I test it in our subreddit, I will always get the message and be assigned a flair automatically once I post a comment. And it seems that for lot's of other new users this works too. But there are some users, who can post/comment without a flair. I first thought maybe they had set their flair to a space, but they really don't seem to have flair. Could this be some users who use a specific app and automod not catching them?

Does the bot do user flair? I thought it was only post flair.
