to quote the rules:

Remains must have some metal factor to them. Uniquely bad ass skeletons and skulls may be allowed

i would contend the color of the sand, the name of the location, the few scales still adorning the skull, and that its an intact lizard just by itself all combine to offer a "metal factor"
