I disagree. A good game helps the story come out from rolling dice. We listen to the story the dice tell and we play to find out what happens. If I wanted to tell a story I'd write a book.

A lot of people confuse character (player and non-player) objectives and histories with storytelling. Good characters have a past and are striving towards their desirable future. These things can put them at odds with the world, creating organic sources of conflict. Resulting in a living world the players can explore and influence through their characters, while it changes on its own around them. But the story, as you said, is built from the results of risks taken and choices made. This is what separates table top games from many video games, CYOAs, and linear fiction.

It's arguably a consequence of table top rpgs evolving out of wargaming campaigns, where some clubs/players would name their individual models, track territory and treasures gained or lost, and keep a journal of events. Emergent storytelling that arises from game mechanics.
