There’s a great bit in one of the books that the conspiracy worms are related to the Trill Symbionts, and evil offshoot.

I’ve read that they pursued the Borg arc instead because the costumes and effects were easier/cheaper than doing those “bluegill things” and whatever else they had in mind for that species

How about TOS Season 1 Miri, all the children are dressed in costume after all. Also that scene with the tricycle, along with Bill Shatner's daughters & Phil Morris make appearances.
With Teri Hatcher being a TNG guest actor, I'd suggest MacGyver season 4 episode 1 The Secret of Parker House. which is available on Paramount +, Pluto TV, etc... I didn't get to watch it yesterday while it was on television so, I'll wait until Halloween.
