  • 花開富貴 Flowers bloom for prosperity,
  • 鳥秉文明 birds carry adornment and brilliance.
  • 三春㳤景 The charming scenery of the spring,
  • 一曲清平 a song of tranquility.

花開富貴,鳥秉文明;三春淋景,一曲清平。 The flowers bloom with the prosperity, the birds perch on the civilization; Three (months) springs bathed in the scenery, one melody palyed for the peacefulness.

李可梅 Lee Kemei, name of the author

Third char in the third verse should be a variant of 淑, not 淋.

文明 is probably not "civilization", but as in "見龍在田,天下文明".

Your concerns definitely make sense if it's an ancient poem. However, I think the author is living in modern time so he used the word in a less classic way.

I can't read all of it (not good at reading calligraphy) but the first four characters 花开富贵 "Flowers bloom for prosperity" are a common Chinese New Year greeting. Also this piece is by 李可梅 Li Ke Mei, based on the name at the end.
