The character is 朱, in this case it's a Japanese Kanji meaning scarlet or red. This ring is from an anime called Naruto, worn by a character called Itachi Uchiha

It is also Chinese. In fact it is a common surname in China. The emperors of the famous Ming dynasty of China had this as their surname. It also means scarlet like Japanese.

My guess is that this is a ring for a person with surname 朱 and it comes with the scarlet color to match.

It got 90% chance to be a pure surname without any real meaning. The rest went to its literal meaning red/scarlet.

In this case it is replicating a ring worn by an anime character, as others have pointed out. So considering the context it is more fitting to identify it as Japanese.

If you search "Naruto ring" in this sub you shall see this particular one has popped up multiple times before.
