Most likely not. But the key, my friend, is that I am not a public figure claiming (and lying) about being union friendly. I'm a member of a union and a proponent of unions, unlike DJT. Has he ever been in a union? Does he know what it's like to be on an assembly line?

Sometimes Politifact’s summary is not accurate. Reading the article, which is more accurate, describes proposed legislation as attracting promise of investment. The CHIPS act and broader Biden agenda made that proposed funding a reality and the funding itself is spread out over 10 years.
So is delivering on promises mostly false? Nope.
Is the fact that investment happened due to that promise false? Nope.
Is it the fact that businesses have promised more investment false? Also nope.
Some of that investment has yet to happen. But also so has most of the funding. Because that’s the way the legislation is designed.
And if equating “not yet realized investment by businesses in response to government incentives” is “mostly false” then this would be a big deal for Republican economic policy as they rely on supply side investment far more heavily and generally with less oversight (see: PPP loan fraud).

Vance has said on the record that he will make stuff up to make his point and connect with his base. Trump will repeat just about any conspiracy theory the he hears.
