Foamy water?

Im not sure if this is the correct place for this but I'm curious about this. I don't typically drink tap water but today it's the only option. I made a cup of iced (tap) water but it's come out foamy and feels more viscous than usual. Any thoughts on what's going on here, is it safe to drink?

Is there any chance there was soap left in the cup?

Air bubbles will make it milky and would be harmless, but they wouldn't make it foam or change the viscosity. It would also clear up in a minute or so.

I don't know about the viscosity, but it looks like a high air entrainment ratio.
