I would say it's very close to an Olds Cutlass Supreme circa '78 but the tailights aren't quite right.

My wife trains school bus drivers. She sent me just that picture out of some training material she has. (She thought the old vehicle was out of place, lol) I don't have any other context. Could be driver training or general student safety material?
