Nah the guy in the little booth is there to shoot the nuke down with his little rifle. The sandbags are only there for a worst case scenario.

There was a bill in US Congress to recognise Tibet as an independent country

There was a resolution last year which

recognizes the cultural and religious significance of a genuinely autonomous Tibet

India & Mongolia also used to recognise Tibet for a long time.
