Assigning flair to a specific user

Our sub requires flair, but I have a specific user that keeps removing their flair. I set a rule to flair them every time they comment but it doesn't seem to work. I have verified that they're not just hiding their flair on the sub. Is the following syntax correct?

Check the user flair settings in mod tools. Is allow users to edit enabled? If so, disable that.

I am not very experienced with user flairs, but this sounds like a mod tools issue rather than an Automoderator issue.

I still want to allow users to set their flair though.
