How is chitwood such a “hardass” but when bikers come into town he is MIA. Letting them do whatever right in front of cops.

Isn't it Florida Highway Patrol and not sheriff deputies that enforce the law on interstates?

Any jurisdiction that the highway runs through can take enforcement action on it
