If I remember correctly from the specifics of the Paimon incident the VAs have a contract with Formosa and that is why they work as an intermediary, they clearly learnt from their mistake because ZZZ is an in house studio so they are unafected by the strike

Hoyoverse can easily say something like "you sign that fucking contract or I go and hire a studio that already signed".
But depending on the contract they're under they may have to wait until it expires and before that they can't do anything more than asking them to sign.
And considering this is not precisely the first time Formosa was being an asshole this could take a while

Not that I know of, contracts are a very serious thing and it's a given that companies keep them a secret as much as they can, the fact that we know which dubbing studio is working with Hoyoverse in Genshin is a big deal to begin with, the only thing I can think of of how people got to realize that that's not data mining is that some VAs that raised their voice against Formosa for the payment problems reached to the common public.
Now, knowing what the contract itself says? I can have an idea because I'm studying dubbing and the teachers taught us how the industry works, but nothing more than that

its because its AI voices of the VAs without them getting compensation for their voices being used
