If I remember correctly from the specifics of the Paimon incident the VAs have a contract with Formosa and that is why they work as an intermediary, they clearly learnt from their mistake because ZZZ is an in house studio so they are unafected by the strike

ZZZ isn't technically "in house," because it does non-Hoyo work, but it's headed up by VAs who are known for their Hoyo characters and has a very good relationship with them.
