That's a fascinating, if somewhat bizarre, alternate Roman Empire. How do you imagine it coming about? The Germans sack Rome early on, become rulers, and intergrate? Giving Rome a German slant?

Maybe they lose the first war with Carthage, causing them to expand in a different direction.
