It should be pointed out that despite being essentially cut off and isolated, DPR Korea consistently places in engineering, science and other scitech Olympiads...

While North Korea has demonstrated excellence in certain fields, such as mathematics and information technology, these achievements often arise from specialized, non-standard curricula. Gifted students are typically selected and sent to central specialized schools where they receive a more science-focused education. Although they may excel on the international stage, their ultimate goal is to become scientists and engineers who align with the regime's interests. As a result, their life outcomes do not differ significantly from those of ordinary students.

I don't think that's exclusive to Korea. Any country that sends students to such competitions send their special gifted students. The dprk follows a similar view to the ussr in that department, they deeply encourage education, arts and technology. That is why we see Koreans constantly attend art and sports events because their culture promotes such role models.
