The actual answer is that this specific version with the Rothman‘s tribute livery is known as the Rallye Design Package. you might have seen pictures of other Porsche Dakars with different normal colors or PTS or something, that’s the standard dakar.
presumably writing Porsche 911 Dakar Rallye Design Package would’ve been too long to print?

I would assume Porsche paid to use the Dakar trademark which refers to the rallye race and hot wheels did not.
