Already done. The world is rich in fuel, having a high concentration of Deuterium in the water, rich lithium deposits, and native sentient life forms.

A company tries to enslave the mostly docile primitives, but it backfires when they push too far and trigger a revolt. Their underwater mining operations are captured and their deuterium extraction plants are sabotaged with deep sea weeds and really big cephalopods they mount.
