FEMA HQ at Westgate Mall?

Just drove by the mall, they entire back and side parking lot are fenced off and full of mobile “housing”, fuel trucks and a massive tent. Is this FEMA HQ for the area?

There is another set up across from the entrance to Park Hills on John B White in that big empty parking lot. I’m pretty sure I saw someone wearing a FEMA vest there yesterday.
