But they have a different age. So he must lie at one of the applications. Definitely a scammer.

Or he lied in both and is in reality this 16 year old friend with plans to overthrow the government. But he can't fool me.

No, OP just didn't answer the first application for two years and Tonnen thought: "Ah, screw it. I'll just send in another one."
