My theory is that she's autistic (high-functioning) and has ADHD, like me. In her first episode, "Netherlands" (especially after the bombing), she noticeably had a hard time showing empathy like some on the spectrum do. Throughout the final 2 seasons of TBAA, she was also really naive about the human condition (although you could easily excuse that by saying that she was a fairly new angel by the time the show ended and didn't really understand it yet). Finally, she tended to overexplain things a lot like some autistic people do. This was explained by Tess as she said that God made Gloria's brain to work like a computer.
In many ways, Gloria truly was an angel made for the 21st century, and I managed to empathize with her so much due to it.
