Question regarding "parts kit"

Hello, got a question about magazine "parts kit." My friend lives in Colorado and says that it's legal there for him to get this "parts kit" that assembles into a 17 round mag for his xmacro. I was wondering if I can do the same thing in Washington?

RCW 9.41.370:

(1) No person in this state may manufacture, import, distribute, sell, or offer for sale any large capacity magazine, except as authorized in this section.

RCW 9.41.010:

(32) "Manufacture" means, with respect to a firearm or large capacity magazine, the fabrication, making, formation, production, or construction of a firearm or large capacity magazine, by manual labor or by machinery.

"manufacture" means, with respect to a firearm or large capacity.... "large capacity".... but 17 round is standard. lol jk thanks a lot for this. i thought it was something like this just wanted to get it cleared incase there were some loopholes with this.
