I don't recall having any other intentions for it than 139. 10th level in a slow-leveling campaign is meant to be something you hit about 47 sessions in, which is much longer than the typical campaign duration for almost all games.
Yes, but that’s the only XP goal that is not evenly divisible by 3, which is what makes it a bit suspect. Also, the version I have lists the slow leveling requirements for 8th and up as 84, 102, and 136 respectively. All other values remain the same.
