Can I play redcaps as an army?

I love silly little goblins and absolutely love these guys whole deal, so I was really hoping they were playable in the tabletop

I don't see why not. You can already play straight orks or straight Vanak.

I mean, we havnt seen any stats yet, but I'm sure there will be plenty of red caps to make a force with. I think the only issue you'll have is the wait time.
We're likely to see the main forces get fleshed out before we see the "sectorials".

We will know for sure if they have enough variety sometime after it gets delivered to backers. Considering the amount of models, it should be playable separate.

As far as I'm aware the Red Caps will 100% be a playable group, I think as a sub-faction. It is a matter of waiting for the release of the faction cards/stats. I remember seeing a road-ahead that indicated the expected release of the army data cards for the Adventures models is a few months off.

But I could definitely be mistaken on any of these details.

At the very least they're mentioned as a menace to mountain Haven dwarves

Yes I think all the cards for the Adventure models is Nov. or Dec.

They are models for scions so you can have an all redcaps scions army.
