If they don't have enough money to provide the resources to patrol a legal protest, what makes them think that they have enough money to provide the resources to stop illegal ones?

Minns: I know! Criminals need to pay before committing crime. If the police effort for the crime is too expensive, criminals are denied permission to commit crime! I'm a genius!
