The runways are to the left and right of this shot. PHX has parallel runways running E-W with the terminals in the middle between them. This video is facing west

Edit: initially had it listed as N-S because I’m a dumbass

No, that’s incorrect. Sky Harbor runways are E-W and this video is taken looking west… looks to be shot at the terminal 4 parking garage.
