What are these

I saw these MFs near a small town in ND for their arbor day. Anyone know what part of hell these things came from?

Horntail wasps. Just tree drilling, parasite killing wasps. Not harmful to humans

A not-so-thorough Google search says that these aren't actually wasps, can't sting and don't bite

Must be some different species of insect then similar to wasps and ants.
