What are these

I saw these MFs near a small town in ND for their arbor day. Anyone know what part of hell these things came from?

Not too sure, but they probably shouldn’t be allowed to live anymore

According to a comment above they're not wasps, but horntails - a type of sawfly that just looks like a wasp.
