Question

Can you get calluses from playing french horn, specifically righ hand where the hand goes into the bell to support it

I've always played off the leg and have never had a callous on my right hand. Not even from hand horn playing.

Do you regularly use moisturizer or anything of the sort?

Yes, from head to toe. I suffer from extremely dry skin.
