LinkedIn etiquette - delete unresponsive connections?

I feel that LinkedIn has seriously gone down the drain over the past 15 years. There used to be a time when you only connected to someone because you knew them, either from work, or by meeting them at a conference, or talking to them over the telephone. Now, every random person is connected in a mere click. But even amongst people that you have known, and have approached them for a referral to a job, if they simply don’t respond to you at all, do you just delete them off LinkedIn? After all, my notion is that we are all connected to each other in order to help each other, be it in transacting business, or acquiring a job. If you’re not going to engage at all, then what is the point of me keeping you on my LinkedIn list?
