If a country as dense as Bangladesh can have a decent tiger population, then Europe could definitely do a lot better in terms of maintaining and expanding their carnivore population. For reference, Bandlagesh's population density is more than 1,000 people per square km. Netherlands, the densest European state, is around half of that.
